Suggestions (again!)

Well, the Original Suggestions topic is locked so I created this another one.

And to begin it I have a question: Why is the warp portal skill system locked? Of course it sounds more exciting and competitive to play without warper to fields or dungeons lvs, but when you have all the hard work to go there and can't use the /memo command its a bit depressing So, how about a ingame survey npc about it?
